When I was a boy there was a debt collector with a Morris Minor panel van painted in that colour, and with 'Scarlet Debt' written in huge lettering down each side. Apparently he didn't need to knock on doors, just park outside the defaulting house.

The building is not quite SA type, looks more like Canada/USA or OZ?
Also they are riding on the left rail which is more USA/Canada.
