Can you identify the make please

Good afternoon All,

I hope someone can identify the make of this toilet flush. It's starting to overflow into the bowl so needs fixing / replacing. I sent a plumber to do just that but he has never seen one like it, can't replace it suggests new toilet which with a built in cistern means re-tiling the bathroom... he's happy to quote!

Same man tells me the wash basin is non standard so needs to be replaced rather than change a tap.....

Looks like another job I will be doing my self, it would be nice to have the part before I go around.

I think this may be German as the kitchen was but that's just a guess

Second question for extra credit. Will it be possible to replace this from above, I think I remember a concealed cistern where this was possible but it may be wishful thinking.

And most concealed cistern units are serviceable from above. Looks like that top mechanism may unlatch
