i have just seen on bbc news that ie is not safe and that the german gov has told users not to use it until a patch has been found probably after the weakend.

That same advice was given by some official body in the U.S. a few years ago. Of the main three browsers it is the least secure, most bloated and slowest.
 
If you are interested in trying out an alternative browsing experience you might like to try one or more of the following:

Firefox http://www.mozilla-europe.org/en/firefox/ - next most popular after IE generally good lots of plugins.
Opera http://www.opera.com/ - innovative.
Safari http://www.apple.com/safari/ - by Apple, not bad anywhere but not really good either.
Chrome http://www.google.co.uk/chrome - from Google, new kid on the block, slim, sleak, fast, might go far.

There are loads of other browsers out there but these are the big ones / talked about ones right now.

Is it safe to use Chrome because I have just read that Google was hacked too?

Google may have had a few servers hacked (I missed it in the news if they have) but unless explicitly stated the browser won't have been affected.

I doubt there are any active attacks against Chrome in the wild at the moment for two reasons: it's very new and no one is really using it yet. The hackers want your credit card / bank / personal details so they tend to target the browser(s) that people run e.g. Internet Explorer. There isn't much point in them looking for security holes in a browser no one is using.

I'm no expert but it seems to me that most browsers seem very fast when you first install them, then get flabby and sluggish with the weight of all the cookies etc

This does not have to be the case, every browser has settings for saving history and cookies. You can even select just your favourite sites and keep those cookies. Or just clear it all out every now and then. Cookies, history etc..

But I have to say I have never experienced a browser getting sluggish from all the normal surfing info it gathers.
