Let’s consider two scenarios, firstly a thief, climbs onto a roof of a building they are intent of stealing from, or perhaps they are a sex offender looking to commit rape. They fall through the roof and kill themselves. I’m sure there would be empathy for the family of the person killed, however, there would also be a lot who would say, that it served them right, shouldn’t have been on the roof illegally in the first place.

The second scenario is anyone on their own roof, maybe carrying out maintenance / home improvement as either DIYer or a professional. They have taken precautions, carried out risk assessments, but accidents happen. They fall through the roof and kill themselves. The level of empathy from the majority would be significantly higher I believe as they were not committing a crime, there would still be those who said served them right, because with hindsight they would find fault with the way the work was being done, safety precautions taken.

This is perhaps why there is a great deal more interest in the Sub tragedy, than illegal migrants on an over crowded boat.
