Any idea what this is?

It's made of solid metal, brass I'd guess, with different sized holes in it. The holes look the right size to hold drill bits, but the numbers don't make sense as drill sizes.

Any ideas?
 
The numbers are correct.

Start at roughly 7 o'clock in the picture with 1/16 (4/64). Progress clockwise and they increase by 1/64 each step. 1/4" (16/64) in the centre.

It is likely an apprentice piece. Their stamping technique likely improved (and possibly they were able to afford more than one size of stamp) as their career progressed.
