Its it an otter arouser? On a serious note it looks like something for flicking away flies, or for performing some religious ritual.

I think the otter arouser is an almost certainty though.

That is one ornate fly flicker. What is the hair bit made from?

Unfortunately horsetail hair is not easily available nowadays so the only suitable material that was immediately at hand was hemp tow......

But I did find true horsetail hair at a German shop

a little bit expensive, tough, but the next fly flickers will be far more stylish...

I got to make one a few years back. The woman took a lock of her hair for me to put into the stick. They both do some Renaisance Faires. A fun project.
