Record CL3 Advice please.

Hi,
My CL3 lathe has trouble starting in the highest speed. The motor runs very slow when cold and under pressure.
When i drop down one speed the motor runs fine and after 5 minutes , i can change the belt to top speed and it works.
It still is reluctant to start under any pressure even when it has warmed up. It is well oiled and is not making any new noises.

Any suggestions please. Could it be the capacitor , bearings or will i need a new motor??

With belt disconnected:-
1. Does the Motor spin freely by hand.
2. Does it snap smartly up to speed if switched on.
3. Does the headstock spindle turn reasonably freely if turned by hand.
