PVC Waste pipe dimensions

Looking to make hose outlet for router table. Is the 32mm and 40mm PVC waste pipe measurements outside or inside diameter ?

Outside but the sizes are nominal not exact. measure the pipe under your kitchen sink to check. there is a slight difference also between push fit and solvent weld pipe.
You can also get 50mm and of course 65mm rainwater downcomers are useful as well as 110 soil pipes

Note: To make the connection to the machine, I'd try using a universal connector, which is a compression fitting that will make a good seal when tightened.
