Can I consult the great collective knowledge data base and ask does any one know where can I find a supplier of this molding either plaster or resin I'm not fussy.

It will probably have to be made for you, if you google 'fibrous plaster' you should find someone in your area fairly easily. I've had mouldings made to a pattern several times, it's not expensive.
 
The thing is it's in a flat that has been completely re-furbished in the last 5 or 10 years so surly must be readily available off the shelf somewhere.
I'll have a look at the orac site now thanks Robin.
 
Thanks for all the suggestions I've checked them all out but no luck so far, looks like I'll have to make some in wood/MDF .
 
I don't know whether this is worth a thought - I did my (Victorian) house some years ago, and I used a 5" skirting mounted to the wall an inch down with the ovolo downwards and the same mounted to the ceiling an inch out with ogee outwards with a 5" plaster cove spanning the two. Only one person in 14 years noticed that it wasn't original. I'm not suggesting you use skirting, but the principle - two moulds and a spanning cove.

Tried dresser mouldings if you're going to go wood? I've had something like that in pine from there before now, but I can't recall the size.

I bought from them to replace a large amount of cornice in my property, built around 1870.

Quality of product was good and delivered on time. They're based in Bridgwater area so not sure about delivery to Oxford. Worth a go though.

Thinking that the installer may not have known about specialist suppliers and just went for something obvious, have you looked at B&Q? They have some that looks a bit similar but the website is a bit light on proper dimensions.
Similar at Wickes too.
