You don't need to hang the new joists under the old ones, you can stagger them in-between. But really the answer is to ue acoustic hangers as other have suggested. You just want the structure to be decouple from the roof structure and acoustic hanger achieve that perfectly adequately.
If you are being fancy you also want non parallel surfaces so throw away your spirit level and build everything on the water.
