I can sharpen drills by hand on a grinder but no space for such luxury on a cruising boat. Are there any decent smallish devices which would work with hss bits up to 10 or 12mm?

How often do you need them? How long are you onboard? Maybe just take a few extras? If taken care of, and used well, they don't wear out THAT quickly.
 
Drilling holes and boats seems contradictory, but if you need drills then take only decent ones that will not require sharpening or if they need a touch up just take a diamond stone like we use on router cutters.
 
I spend about 5 months a year onboard. HSS drill bits take a bit of a hammering when used on SS. I will get that drill sharpener and see how it goes.
 
Well, I bought one. Couldn't get it to adjust. Was stuck. Sent it back.

I think I will look for a smallish bench grinder after all.
