Is this strange top stair tread idea daft ?

Hi,

I'm tanking a cellar so the old wooden stairs have to come out. I'd like to resolve the lack of headroom as you get halfway down. My idea was to drop the whole staircase on refit one flight (210mm) and cut a step into the ground floor corridor in front of the access door. I also thought about attaching the missing bit of floor board to the door to close the floor gap (new step) when the door is shut.

Am I daft !!??

If it's just access to a non-habitable part of the building then you'd probably getaway with it... But if you're going to the expense of tanking, and you're worried about headroom then I guess you are aiming for a frequently accessed space and a) it would look pretty flaky, and b) building control may take an interest. Maybe time for a bigger rethink.
 
Yep fair points, no building regs as it's a non habitable room. Just trying to make the best of what we have here.
