Door dipping gone wrong (maybe?)

I had 4 doors dipped windows now there are patches of dark brown which won't cover with paint. I've done 2 coats and has hardly made a difference. Anyone got any ideas how i can cover the brown or why these patches have appeared.

I always use oil paint. Only one primer for me, Dulux aliminium wood primer.

Zinsser Cover Stain is good for this sort of issue too - works on most surfaces.
