There is a thread about the titan here -:

Don't be fooled by the Record name! Record used to be known for quality Sheffield made tools and machines until they were taken over, their scroll saws are now just cheapo saws with a Record badge stuck on! before they were taken over Record did sell a quality Scroll saw, it was made for them by R.B.I. a US company, these were very good machines and they do often come up on ebay second-hand at fairly low prices.

Rather than buy a cheap saw which you may well regret later why not keep an eye on ebay for a decent quality second hand saw often sold at fairly low prices. :)

There are at least three Hegner saws on ebay at the moment you could watch, however they do sometimes go for silly prices. :)
