I am making our new dining table and at some time over this weekend will be putting the top together. The problem I have is do I put two lines of No20 Biscuits in each edge or use wooden dowels as in 19mm oak.
The top is made from 4 pieces of Oak 1500x200x38.

You will be okay with just a few biscuits and only need one row. The Oak has plenty of gluing area so the biscuits are only really to keep it all level and in line while you cramp it.
 
you have plenty of glue surface, so neither are necessary for that purpose. They will help for alignment. I would use the biscuits.
 
As Marcros says neither are necessary you just need nicely mating surfaces, I find dowels have less slop than biscuits so give better alignment but either will do
 
I like a bit of slop in this type pf glue up, just in case they aren't aligned perfectly
 
Dark of course! Watch out for lue or water spillage onto your steel cramps. Don't want any black marks on your timber.
