Nicely made, clearly fixes to a frame of some kind (protruding bolt), ball joint for flexibility
so not single purpose, clearly holds a cylinder of some kind, intended to be loaded
(and unloaded) quickly (the handles and spring).

Very reminiscent of the glassware supports dimly remembered
from chemistry labs.

It's reminiscent of a tool used for supporting lead pipe whilst joint wiping, there would be a pair of these fixed to a frame with the ball joint allowing alignment.
