Spotted this on eBay. The seller doesn't know what it is and neither do I.

some form of pipe holding device by the look of it.

Nicely made, clearly fixes to a frame of some kind (protruding bolt), ball joint for flexibility
so not single purpose, clearly holds a cylinder of some kind, intended to be loaded
(and unloaded) quickly (the handles and spring).

Very reminiscent of the glassware supports dimly remembered
from chemistry labs.

It's reminiscent of a tool used for supporting lead pipe whilst joint wiping, there would be a pair of these fixed to a frame with the ball joint allowing alignment.
