Tool identification

Hi all,
Purchased some tools at an auction a week or so ago and this was in the box. Not sure if it a stand alone tool or part of something else, but would appreciate if anyone can let me know what it is.
It seems to have two cutters on the end like a pipe cutter but no space to place a pipe - can you tell I don't have a clue!
It has been bugging me for over a week now. Thanks in advance.

Looks like a tool for cutting leather into belts, straps or laces. Width is adjustable, handy tool if you can sharpen it and get it to work.

It's a Morgan Lee wallpaper trimmer; the guide/fence is worn away or broken off.

They're quite common, so I guess people used to trim a lot of wallpaper.

Wallpaper used to come untrimmed to make sure the edges weren't damaged.
