Name that tool

Can anyone tell me what this tool is for? It seems to be intended to make a hole in something. The piece at the top left has a saucer shaped indentation, and it looks as though it is intended to be removable, perhaps to replace it with other shapes. Cast into the handle are the letters AML8871.

It kind of looks like its for doing eyelets in fabric.

Agree looks to be for setting eyelet rivets

Yep I used one identical to the OP image when I was a kid. It never made it to me as a hand me down so I have one like in Tritons post now
