That's a brace and bit attachment so you can hand crank the machine in a power cut.

The motor is fitted to a bandsaw, I've been through manual and can see no mention of it. The rubber shroud lifts up and the bolt thing has a clamp of some sort going around the motor, not sure if it goes right around. I'm still stumped

If it moves one way against a spring its a manual brake release

Pull or push it along the length of the motor

Thanks I will try pushing it tomorrow as there is a slot in the motor housing and see if it does anything.
