I have a second hand Multico bandsaw off Gumtree which I think is a Pro-Mex. It's been good for he last several months but the lower wheel is squeeking a lot. Are the hubs or bearings of these wheels supposed to be oiled at all and if so how? I have no manual and cant see any obvious way of lubrication.

If the lower wheel is squeaking, you could have a "dry" bearing which would suggest bearing wear.
It would probably be a good idea to slacken off the blade tension and check the wheel bearing for the squeak and any wear. Personally I would think it more likely a guide or thrust wheel that needs adjusting or even replacing, and try this first.
If this was so, that would be the same source of the noise (under the table) HTH.
