Second hand stuff originally eligible for VAT will have VAT imposed if the seller (owner) is VAT registered. Lot money will have VAT on it as the auctioneer will be registered. You will find that many auctions include items from different sellers and very similar lots can carry VAT in one instance but not the other, according to whether the seller is registered to pay it. (A catalogue will normally seperate them, and say which are liable and which aren't.) That's as far as I've ever understood, anyway.
