Im a complete beginner (noob) to DIY and really need help with a project in progress!!

We have been looking to start in the venture of buying old furniture and giving it a new lease of life etc and our first couple of items are some dressing table/draws.

I have disassembled and given it a good sanding however its either mdf or hardboard and its coated in some kind of laminate that makes it look grainy????
Now do i have to completely remove this surface because after giving it a decent sanding there was still lots left but i thought as long as i had got rid of the sheen its ok but i tried painting satinwood eggshell white onto it and its not really applying very well.

The paint brush feels like its dragging across the surface and difficult to get a nice finish.
Ive been reading the site and is it correct that i need to Prime the surface 1st???

If so then do i have to completely sand down the surface back to the raw mdf or do i just need to get a rough finish without sanding down so far??

Any help would be greatly appreciated ty

If you're new, and not sure of the "standard" jargon, a photo of the item would probably be a really great help to communication, and the various people here to help you.
