I use Rhino double sided tape for making sanding blocks etc.

I may have old stock but recently it has not been as sticky as it used to be, sandpaper lifts off the block overnight.

I find DS tape also comes in handy for holding stock down when working on something that can't be clamped

I am looking for a decent alternative, do you have any recommendations?

Has to be strong but temporary, easily removed when necessary

Carpet tape is strong but can be removed, a squirt of brake cleaner will usually loosen the bond fairly well.
 
That looks very similar to what I use. I buy really cheap carpet tape, it's really not suitable for carpets but it's much stronger than standard double sided tape and of course, cheap!
 
Might not be suitable for making temp sanding blocks but worth repeating the tip of using superglue and masking tape. Doesn't have to be masking tape, really any tape that superglue will bond well too and something thinner than masking might be a good choice for some jobs.

You put strips of tape on both things to be temporarily bonded, burnish it down well and then run a bead of superglue along the tape and press the things together. Grip is very very strong and there's zero creep. Best of all maybe is getting the tape off the piece you'll keep is so much easier than with double-sided.
