I might upset a few here but my two penneth....

Current regs state that any multiple part cutterhead/set should be "pinned" to prevent spinning of parts...
You cant pin a dado head, so IMHO they have been made illegal (EN847-1 Regs). and I am aware that they are still being sold.
additionally the middle parts are not really designed for finger jointing, (usually being two wing chipper blades) though i can see that some would use them in that fashion.
 
I don't see how you can guard a dado blade properly when you want to pass a tall thin piece of timber over the top of it for a finger joint. Still sounds dangerous to me
