Contact via PM query

i thought everyone that is a member on this forum has the PM ability as standard, why is it some dont????

if you send someone a PM who has that option active, does it still send it? I've just noticed a couple of PMs that are still in my outbox..

Also if it's a newbie they need 3 posts before they can pm.

If they have the option active I don't think you can send them a pm. I tried to contact a buyer recently and had to use e-mail in the end.
