My builder neighbour gave me an Oak bannister that came out of a new-build; I cut it into 3

Planed 2 sides on my Jointer and tested with set square; looks pretty good

Just out of curiosity I checked with box level
Clamp piece to table and set Wixey to zero

Then held firmly to side

error only 0.1 of degree :) beyond all expectations
The 0.1 is farly consistant along the piece

I planed about three hours previous to above photos
When I checked it Immediately after planing it was actually a fairly consistent 0.5/0.6 difference

I am fairly confident in the accuracy of the Wixey
 
I cut the pieces in half to make 12 of these

then glued up two lots with Cascamite; a five and a six and placed in my vice just like Custard wrote here

Squeeze out looks about right, PVA this time

Used hot water to clean excess just like Custard wrote; note the flask for hot water !

Inspired by Custard I made a wood straight-edge; put paint on for easy finding :)

No idea where to buy suitable Oak at a reasonable price ?
 
4" x 4" Oak is rarely at a reasonable price, It would probably cost somewhere from £60 to £90 depending on quality etc. You might be better off gluing 2 pieces of 2" together to make the 4" legs.

You might get it for a fairer price from a local joinery workshop if they have any knocking around, being only 14" long there would be plenty of off-cuts that size and they'd probably sell it to you for cost price rather than a timber merchant who would hike up the price for smaller pieces. Try someone who makes a lot of staircases as the strings tend to be 2" thick and there will more than likely be a load of offcuts from those.
 
Since the top is a glue up do the same for the legs. Part of the glue up can be to take the wood you bandsaw from the back of the leg and put it on front to make the knee.
