That sounds consistent with a Jacobs taper.

The chuck has a hole all the way through the whole is tapered to accept a Jacobs taper.

If you Google chuck Arbor you will see what I mean but I doubt it has the second taper to fit the machine (such as a morse taper)

I think it sounds like I know what I am talking about but I might not be.

I think you're onto something here! I googled 'chuck arbor' as you suggested, and they do have a little hole in the top, which is what I can see when I look inside the chuck on my drill.

It sounds like it is likely to be a jacobs taper rather than a screw. My plan is to try and confirm this by looking for details on the chuck as suggested by Housey210, then soak it with penetrating release oil as Bingyman suggested (and or Housey210's 50/50 ATF power transmission fluid and acetone + heat method), then try and remove the chuck (with wedges, I guess - first time doing this for me though, so a little bit of research will be need first, I think).

Jacobs chuck tapered were the old drills.
Was it pitted to a pillar drill.
Or a drill by its self.

On the farm with the pill drill made uncle made a chisel 2 fork wedge shape and tapped it just above the chuck and the use to pop off the the refit the opened the jaws fully and I use to hold a piece of wood wile the hit the chuck back in
