I think it looks fowl myself, although I'd be game to try it out given the very reasonable bill.

Think I'll get me coat and duck out of the way before this discussion takes off, it can only go south from here.
 
What that is, is Great American Folk Art, yes sir.

Why?

That is the only question I have, and I've got a degree in doodling, apparently... Says so on a certificate I've got somewhere so it must be true.
 
Judging by the comfy, arris free handle, that's may well be a good saw.

Sadly, when people have tried to strip such a saw back down to metal to reclaim it, they sometimes find that the painter cleaned the rust off with an angle grinder before priming and painting :-(

I'd take a punt at cleaning the paint off myself, it would be a shame in some respects, as clearly the painter took some time and care over it... But, it's a nice model of saw and might be a good user under the paint, worth an hour of elbow grease with a wirebrush and some emery to find out!
