Found in job lot of tools. It's brass, screwed top and filled with wadding.
 
I think it's a blowlamp. You light it and blow in the pipe to create a usable flame.
My mate, apprentice plumber, made one in his first year many years ago.

it's a mouthblown jewellers torch (blowlamp)
haven't heard of togas before, but leave it with me, I'll ask those in the know.
 
Toga was the 'own brand' of Buck and Hickman, so turns up on quite a wide range of tools.
 
Here it is, from the 1953 catalogue. It wasn't in the 1935 one, or the 1964, so that narrows the date down a bit.

They do tend to make you feel rather lightheaded, the combination of interfering with your breathing pattern and causing you to gasp in fumes between blows.
