Rutlands tru-grips

Hello, do any of you have any advice on using these? They do not seem to grip either for sanding our routing. I place several of them on my work bench and work on top so wood on wood but with very poor results.
I assume I am doing something wrong as they have good reviews.

I have a pack of bench cookies and they seem to work ok but if there is lots of five sawdust about they wont grip, they need to go on a relatively clean surface.
