Return to sender?

If you get mail for someone who no longer lives at your property and you write on the front, 'no longer at this address, return to sender', does the post office actually return the letter to the sender?, and if so is the sender charged?

Yes they do, and no they don't. It's a bit of proper public service.
If you know the right address, you can redirect to where the people have moved to - that will also be delivered free of any extra charge.
