Is it possible to use a narrow bladed plough plane to make grooves or dadoes wider than the blade on the plane by moving the fence.
 
And another yes. But should the second groove be further onto the wood than the first, or nearer the edge?

I don't know for sure but I expect it depends on the timber, the size of the groove and the difference in width needed.

Another approach is to widen the groove with a side rebate plane - this is probably better if you only need a few mm more width.
 
You can plow two narrow groves at each side of the groove and chisel away the material in-between.
