Hi,

I'm new to the forum, I have a Hegner HDB 200 XL bought new in 2008 and recently it seems to slow when turning, was going to replace motor but it was suggested that the variable speed controller may be at fault! ideas would be appreaciated.

Have you checked the belt tension? it might have stretched and be slipping.
 
After ruling out Chas's suggestion which would be the easiest to do & presuming you have a couple of pulleys, could you not put the belt on the lowest pulley speed & wire out the variable speed & then see if it can be slowed down when turning, if it can it's the motor if it's not it's the variable speed.

But check your belt tension first
