Does anyone (privately) take the slightest bit of notice of these things? Ours advised us to get floor insulation (despite half the floors being tiled. I put in "fool insulation" by accident - it was probably correct :) ) costing something like £1500 which would save us the princely sum of £25 a year and to increase the rating from E to D by putting energy efficient lamps in all fixed lights (despite only two lights in the whole bungalow not already having them). All this while not mentioning 24' of uninsulated 4" single skin block wall between the bungalow and the garage.
 
I'ts just another typical example of Brussels job creation scheme that is in abundance now.
It Has a grand title and achieve's nothing much.

When we sold my mother in laws house, I opened up the house for the surveyor. He spent a total of 25 minutes in the house including drinking a cup of tea.

A pleasant chap but I think he could do with a new pair of specs as he didn't notice that the house had double glazing :shock:

But then again it went in my sons favor as the house he has just bought also declared that there was no double glazing when in fact it was only the loo window that was double glazed.
