i have just looked at a decking job for a customer. they are keen on using rope for the handrail. A quick google search has sugested using 28mm rope. the rope will go through 4"x4" posts. My questions are

1 how easy is it to tie a tight knot in 28mm rope

2 how to finish the ends to stop them fraying

any sugestions welcome

Make sure you don't by a sisal based rope. It shrinks by up to 30% in the rain and wouldn't half make your uprights look funny.

28mm is a big old rope to tie a neat knot in so splicing is your best bet. Many suppliers will offer a splicing service - try http://www.jimmygreen.co.uk/ for instance. Where abouts in the country are you? I do a mobile rigging service in the North East if it helps....

near chester. a few more searches has come up with plenty of companys providing splicing services so thats looking like a good option.
