Bench top metal disc ?

I picked up an old secondary school woodwork bench for a mate last year and it had a metal disc with a hole in the centre mounted flush on the top of the bench -while browsing some youtube vids I saw it again, anyone know what its for ?, it can be seen on John Bullars bench in this vid

Ah haaaa!

Never put any thought to it as it looked home made, there was a short fat spring sandwiched underneath, blerdy cumbersome holdfast that thing, glad I bought 2 pairs of the hand made ones from our very own RichardT
