Not hand tools, but old. In Manchester is a W F J Barnes flat belt driven 26 inch drill press waiting for a good home. The owner doesn't want to scrap it. I have his email contact if anyone is interested.

In addition, if anyone knows of a good forum from which this machinery can be offered, please let me know.

Given your location could we clarify if that is manchester england or manchester USA
 
We have 1 just like that it don't get used now but it would drill a 3" hole in 4" thick plate with ease but if they jam up run like hell! Cos they don't stop !

Try "home workshop" as a Google search. Its primarily a metalworking site but often deals with woodworking machinery as well. My WF & J Barnes centre lathe was sourced here.
