Axminster TS250 for first table saw?

That's a 3HP model so it might be one of the beefier models they have, otherwise a price jump from 520 to 799 for a refurbished model seems a bit extreme to me.
 
I keep stumbling across the name Kity 419 in relatíon to the Axminster TS200 (been searching for it since there's not a lot of info for the 250), one guy said it was what Axminster cloned the TS200 from and it's a much better machine. Is that an opinion you guys would agree with?

Asking because I found a refurbished Kity 419 for 450 euros. Would it be better than a new TS250? Specs says it's 400V though, does that mean it's three phase? Also much lighter than an axminster at 25kg vs 80kg and a 1.0kw engine.
 
My understanding is that the TS200 is a Kity clone and the Kity has the same odd mitre slots and the fence is still not great. There are quite a lot of previous posts about the Kity.
