The two plainer looking ones are definitely curling tongs. My mum had a pair with plain metal handles that she used to heat up on the gas - and they actually worked! You do need to to test the heat on a piece of tissue or something before applying to hair, though - unless you want a scorched frazzle and a nasty smell!!!
