Looks like a sheet metal hole punch of some sort.

I'd agree, looks like a hole punch.
Have you punched anything to see what happens?
It looks like it could punch several layers at the same time but not overlayed.

Hi

I think its a rivet squeezer - used for aluminium alloy and copper rivets in sheet metalwork, specifically in the aviation industry.

The example below does not have the mechanical advantage linkage but you'll get the idea.
