I've been spying a new protractor (angle rule) on Banggood and then saw the same tool on Rutlands for significantly cheaper?
Is this a trend?

Nothing new. Both buy from the same supplier. Rutlands is buying wholesale and shipping in bulk, you via Banggood are buying retail and shipping individually.

It‘s likely that where products are similarly priced the Rutlands profit margins are rather higher.

I think huge price differences these day are so common anyone that doesn't shop around is crazy. Ie identical ptc 3kw fan heater from £40(wickes) to £95(online) via £65(toolstation) this is an identical thing. So common since covid.
