It looks like he's been cutting up old paint tins on it but I bet it would restore nicely with a lot of effort

Looks like an original ICI (Chubb brand) halon fire extinguisher, halon was banned in 1993, but no point in throwing it away as it would leak into the atmosphere so best to keep it forever. So he could at least put out the varnish fires. Still got mine from 1986 - fire extinguisher that is.
How true is the fence? That's and the cast iron top is what distinguishes the old TS
