I sometimes wonder why they bother, it must be immensely frustrating for the police to catch these people then have the courts tick them off. There was a case this week of a church stripped of lead that needs £50000 for replacement.
Punishment? 200 hrs of community service, but as they are east Europeans there is always the chance they'll leg it anyway.
