Hi it show,s how often i use my table saw but i noticed today that the fence was not locking down as it should so iv,e added a few photos to see if you can tell me what,s wrong or what,s missing .I know there should be a wheel on the fence by the handle that is missing ??

I probably won't be able to help but the pics are small and no zoom facility, so I would think it difficult to see any problem parts or set up, to be able to help you. (And I cant even get pics on here having very poor computer skills)!

The missing knob is just to help slide the fence left and right It would be connected to a spline which bites on to the teeth that are machined into the underside of the supporting fence rail. It's a shame it's not there, but it is far from necessary.

IIRC the Startrite fence locks on both the front and back rails, is that right? It would explain why you have a threaded rod all down the inside of the fence. It's not a very good design, actually, as it does not always lock square. A three-point lock on the front rail only is much better, like you find on the Xcalibur (and in my published work, actually) as it automatically squares itself up as it locks.

The old startrites are robust machines that will go on for ever, but their design leaves something to be desired by today's standards.
 
That is called the deluxe fence (there was a cheaper one which only locked on a rectangular rail at the front of the machine) You should be able to adjust the lock with a slotted screwdriver. The end of the threaded rod can be reached through a hole in the locking claw on far end of the fence
On every version I've used the fence locks square if you always adjust it inwards towards the blade
