Mystery Tool

Picked this up in a job lot of tools I bought recently, at first I thought it was a scraper without its blade, but now I'm not so sure. Any ideas?

Blockplane is correct, it is a type of plough plane for cutting grooves. I have one (it was my grandfathers) that is about 50 years old.
