I think the device is supposed to be a sort of replacement guard.

I picked one up a few years back at The Woodworking Show and I really like mine. I've used it to trim down very thin stock to use for corner keys in boxes and it made what could have been a very dangerous procedure on the table saw feel very safe. The cuts came out perfect as well.
