one serious accident and the WHOLE of the M27 will be gridlocked

Sorry this is just wrong, one very minor accident and the M27, M271 and the southern end of the M3 is gridlocked.

On the other point I thought it was an the elephant was a mouse designed by a committee

I wonder if the people who dream up these ideas actually use that section of motorway themselves.

Who knows - apart from the know-alls, of course.

Looking on the highway agency website, there will still be a hardshoulder - just a narrower one, along with all the lanes.
