Identification help?

Hi all. I'm wondering if anyone would be able to help in identifying this part please. It came with a nutool 37 inch lathe but have never been able to figure out what it does or where it's meant to go. Any help would be greatly appreciated. Many thanks in advance to anyone who is able to help.
