Is anyone able to identify this tool please?

It was unearthed in a garden here in Scotland. Looks to me like you stab something to pick it up and then crush it in the pan thing. Haggis maybe :?

Looks like the cup and lid are designed for compressing something, like a tamper. I’m going to guess it’s for producing ground bait pellets that will sink in the water, but I know nothing about fishing!

What John said, it's a candle trimmer and snuffer. I've seen plenty of these on Flog It and Bargain Hunt.
