Not sure what the current policy is, but at one time there was an effective ban on showing work with high-voltage burning on the forum due to a number of deaths of enthusiastic amateurs who thought they could handle the risk and proved themselves wrong in the worst way.

In the US, 20 deaths as of last year: Death Due to Fractal Wood Burning: An Emerging Public Health Problem - PubMed

AAW has banned it:

Tragic death in the UK: Man electrocuted while 'burning' wood in workshop, inquest told

On the aesthetics of the bowl, I like the combination of green and gold, but it’s not worth your life when carving would give the same effect.

Well, I have made several of these and had one featured in the Woodturning Magazine of winter 2016, I am not aware of any such bans. It can be a dangerous technique if not handled properly, my own equipment is double switched and runs from a dual pole socket with lights to inidcate a live state and the transformer is in a sealed box, nevertheless, I agree it is a dangerous method if you don't take proper precautions. I don't think you could achieve the same thing with carving tools unless A: you were an e4xcellent carvfer and B: you had an incredible set of carving chisels.
